The willingness of States to preserve the idea of a "Europe of States" and to act only in their own national interest has slowed down the development of a political Europe. The heart of the problem lies in an excessive dose of inter-governmentalism and the proposed solutions will be to increase the power of the European Parliament and build a political Europe (promoting the common interest of members).
Democratic deficit: a symptom of political weakness of the community project which comes from inter-governmental features of its procedures and its institutions.
