In March 1946, Churchill while speaking at Fulton, Missouri, announced that the Iron Curtain had been lowered on Europe. In the spring of 1947, the Cold War was unleashed in earnest and the Communist ministers were expelled from the French government in May.
Soon,this trend was followed by all Western countries from Italy to Denmark. The Soviet was a little embarrassed at first and planned to discontinue the long blockade of Berlin which was accompanied by insurgent strikes in France and Italy.
But after this first, intense phase, the confrontation between the two blocks gradually transformed to a stabilizing power in Europe.
Though there was more violence in Asia and America did not deal directly with its Soviet and Chinese opponents.
In the first part of this paper we ask if it is possible to contain such political violence. The simplest answer is to put this unexpected success to the army whose nuclear inhibiting effect would have been enough to stop the aggression.
