In this paper we look at the history of the idea of 'Europe', we highlight the different legacies that have been left by the Europeans and analyze the successive drafts that attempted to unify Europe politically.

Jean-Louis Quermonne wrote that the idea of Europe
was born at the time of the fall of the Roman Empire, when Europe was unified through the Christian religion.

We ask the question: To what extent did the previous projects of European integration lay the foundations of the current European Union?

Sully, the minister of Henry IV in the sixteenth century laid the "grand design " for Europe to remodel itself. According to him Europe would find peace in fifteen states of roughly equal importance, without including Russia and devising common structures in the States. He advocated the formation of a "very Christian Council of Europe" that would take binding decisions and thereby limit the sovereignty of the States who were its members.
