Since its inception, EU is aware of the importance of energy issues. The European coal and steel community (ECSC) which was formally established in 1951 by the Treaty of Paris served with the European Atomic Energy Community (EURATOM) as the foundation for the modern-day European Union. EU aims to be a freedom zone within which free movement of goods, freedom to provide services, and freedom of establishment are guaranteed. This can only be achieved with an open market where EU citizens can freely choose their energy suppliers, and energy suppliers can freely deliver their services. In order to achieve such a system, the creation of an internal Energy market is required. The EU has adopted many directives to this end. These rules have been established to ensure efficiency gains, price reductions, higher standards of service and increased competitiveness. The present study which will be more analytical than descriptive aims to show how EU regulations, policies and institutions has affected, are affecting, and may affect the French energy market. In the first part of the document we will examine the impact of EU, and in the second part we will dissect the competitive environment for new entrants.
