Since 2007, the European Union has been an intergovernmental union with 27 Member States. It was created on February 7, 1992, with the signing of the Maastricht Treaty by the 12 Member States of the European Economic Community (EEC).

This union of a new type is considered by many experts as a union of an unfinished federal nature. The state is defined as a particular kind of political society resulting from the fixation on a given territory of a human community governed by an institutionalized power with a common desire to live together. The European Union may thus be defined as a state within the meaning of the word.
