Gorbachev supports the resolution of the European Parliament adopted on June 18th, 1987 and conditioned the entry of Turkey into the EEC with the recognition of the genocide. Moreover, Moscow did not react to the article 11 of the text which "condemns the violations of the human rights made by the Soviet Union against the Armenian population". During the summer 1987, several gatherings of Armenians in the enclave of Karabakh are authorized, as well as the behavior of a meeting with Erevan in favor of the defense of ecology in the Republic (feared of new a Chernobyl because of the construction of the only nuclear plant of the Caucasus). After several meetings with Armenian intellectuals and frameworks of the pro- Gorbachev, the PCUS implies that the demonstrations in favor of the fastening of Karabakh in Armenia can start.

This positioning starts a violent reaction of Azerbaijan like the development of a feeling that is more and more anti-Russian. In spring 1988, the Karabakh committee was composed of the liberal Levon Ter Petrossian (orientalist and polyglot), of the nationalist Vasken Manoukian (mathematician and fine strategist) and of the Communist Achot Manoutcharian (principal and ideologist of the movement). In June 1989, this same committee changes while becoming the Armenian National movement (MNA), with an aim of negotiating the turn towards a national sovereignty.

The opening of the South Caucasus is on. The three states that make up this small region - Armenia, Georgia and Azerbaijan - are now members of the UN, the CIS Council of Europe, OSCE and joined the Euro-Atlantic Partnership Council NATO at the WTO and various regional organizations. In addition the process of opening a logical confrontation in terms of power between Russia and the United States, launched a competition for leadership in the region. Of these three states, Armenia has a significant feature, that of being both in a position of strength and vulnerability. Vulnerability, because Armenia has long lived under the domination of conquering powers.
