After the Second World War, the countries and the United Nations became interested in the issue of development. To get out of the grips of underdevelopment, the "backward" countries needed to be financially supported by the developed countries.

Thus, financial aid for development grew rapidly between 1945 and 1990. However, geopolitical interests have guided aid. Since the 90s, donor countries have been questioning the effectiveness of aid. They prefer the concept of good governance and conditionality. Aid was provided primarily to countries that 'deserved' it.

In March 2002, the Monterrey International Conference on Financing for Development was organized by the United Nations to investigate the achievement of the objective of development and poverty reduction that was adopted at the Millennium Summit in 2000. The Monterrey International Conference adopted a final document called the 'Monterrey Consensus' which tended to develop a comprehensive policy for financing development.

However, the conclusions of the summit have been criticized as insufficient by some States( notably France).
