The willingness of States to preserve the idea of a "Europe of States" and to act only in their own national interest has slowed down the development of a political Europe. The heart of the problem lies in an excessive dose of inter-governmentalism and the proposed solutions will be to increase the power of the European Parliament and build a political Europe (promoting the common interest of members).

Democratic deficit: a symptom of political weakness of the community project which comes from inter-governmental features of its procedures and its institutions. The term "democratic deficit" is at the heart of European debate, in the decade of eighties, at a time when the establishment of a political Europe is slowing down (after the entry of the United Kingdom).

What are the characteristics of this lack of democratic legitimacy? What are the proposed solutions and their limitations?

The division of the executive blur ? at the signing of the ECSC, the Commission, it could be said, was the executive branch (which served as impeller and decide the general direction of the Community).

At the European level, it is unfortunate that members of the European Commission are not elected directly by the people. In presidential systems and parliamentary systems of national executives is elected by direct universal suffrage (e.g. France and the United States, Canada and Great Britain.)
